			<content:encoded><![CDATA[<p><img height="112" width="200" align="left" alt="" style="margin: 0px 15px 15px 0px;" src="http://thecommunityreinvestor.org/site/wp-content/uploads/borrowsmart.jpg" />Through a partnership with The Oliver Robinson Foundation, Borrow Smart Alabama is now offering financial education to junior college students in the state of Alabama. The program comes at a time when young adults are faced with the uncertain future of our national economy.</p>
<p>Seminars have already taken place at Lawson State Community College and Jefferson State Community College, and Borrow Smart hopes to expand the program in 2009 to schools in other parts of the state. The program &quot;Building a Foundation for Financial Success&quot; &#8211; is the first financial literacy program the Oliver Robinson Foundation has delivered to junior college students. Borrow Smart, with more than 400 short term lending member stores across the state, created a simple curriculum to help students learn to budget, understand their credit history and begin saving.</p>
<p><img height="157" width="175" align="right" alt="" style="margin: 0px 0px 15px 15px;" src="http://thecommunityreinvestor.org/site/wp-content/uploads/borrowsmart2.jpg" />Robinson said the curriculum is perfect for young adults just setting out on their own, and he envisions possibly extending the program to reach high school seniors as well in the future. He said students at the initial seminars were engaged and inquisitive.</p>
<p>&quot;If there is one positive that has come from our national economic problems, it is that young people are taking notice and starting to think more about budgeting and saving,&quot; Robinson said.</p>
<p>&quot;More than ever before, they are hungry to learn what they can do to thrive financially.&quot;<br />
Charles Hunter, spokesman for Borrow Smart Alabama, said the organization has been focusing on in-store consumer education since its launch in 2007, encouraging customers to borrow responsibly.</p>
<p>&quot;We also knew there was a huge need in the community to get to young people before they damaged their credit or got behind on bills,&quot; Hunter said. &quot;With help from The Oliver Robinson Foundation we can reach a few of those people.&quot;</p>

<p>Summer camp is an annual tradition for many American children. However for children who cannot communicate because of cerebral palsy autism or other cognitive disabilities, the rigors of camp may be too difficult to manage. But experts in the University of Alabama at Birmingham (UAB) School of Education have come up with a solution. They have created a unique new summer camp designed specifically for youngsters who have problems communicating because of a disability.</p>
<p>The camp is called Camp Terrific New Technology (TNT) and it is for children in Kindergarten through the 12th grade who have problems communicating due to various disabilities. Through the camp, the children have access to a range of technologies that make it possible for them to communicate and enjoy the summer camp experience.</p>
<p>The camp is the first of its kind in Alabama, and it was held June 9-12, 16-19 and 23-26 on the grounds of United Cerebral Palsy of Greater Birmingham at 120 Oslo Circle. Camp TNT was offered in partnership with the UAB School of Education&rsquo;s Regional<br />
Inservice Center and United Cerebral Palsy of Greater Birmingham. UAB Associate Professor of Special Education Betty Nelson, Ph.D., is the camp&rsquo;s creator.</p>
<p>&quot;The concept behind Camp TNT is to bring children with communication disorders into a camp and expose them to a lot of different technologies,&quot; says Nelson. &quot;Those technologies may be for communication purposes. Some of them are for socialization and some are for physical health and wellness. Most will be able to convert the technologies for academic uses later on.&quot;</p>
<p><img height="128" width="200" align="right" alt="" style="margin: 0px 0px 15px 15px;" src="http://thecommunityreinvestor.org/site/wp-content/uploads/uabcamp2.jpg" />UAB students majoring in special education lead most of the camp activities and are responsible for assessing each camper&#8217;s needs and disabilities and then determining which technologies &mdash; such as talking books, communication boards, MP3 players, touch screens, virtual reality technology and other devices &mdash; would make it easier for children to participate in the camp experience. Campers, for example can play baseball in virtual reality using Nintendo Wii.</p>
<p>&quot;It&rsquo;s really wonderful to look at the Wii system and see how engaging it is for the kids,&quot; said Nelson. &quot;As they are playing baseball, for instance, they are getting a lot of physical exercise that they may not get otherwise.&quot;</p>
<p>The campers start each day travelling vicariously down what was called &quot;the Dragon Trail,&quot; which got its name from the UAB mascot, Blaze the dragon. At each station along the trail, the campers learn something new such as how to download music, digital books and recipes, how to use a talking pedometer or how to find free gaming information on the Web.</p>
<p>In addition to learning about different technologies, the campers also participate in more traditional summer camp activities such as team building exercises, sing-a-longs and cooking.</p>
<p>&quot;The response from parents and the community has been positive,&quot; Nelson said. &quot;Many have asked if their children could come to camp again and some have even offered to assist with fundraising efforts. Several parents said that this is a chance for their children to attend an exciting learning experience in the summer: to have fun and to make new friends. We have many parents to tell us stories about the joy the children showed as they arrived each morning, eager for another day of tech fun and friendship with the other campers&rdquo;</p>
<p>At the end of camp the children are able to continue their friendships with other campers via e-mail and conference calls, Nelson said, and the UAB students share their assessments with the children&rsquo;s parents and teachers. &quot;Insight into the use of technology has been extensive,&quot; Nelson said. Several area teachers who had students at the 2008 camp have since ordered new technologies for their own classroom &mdash; from gaming systems to sophisticated communication devices As a result of seeing how the different technologies could be used in the classroom, Nelson said.<br />
Camp TNT will reopen this summer: and plans are in the works to expand it to four weeks so that coordinators can open the program up to younger children, ages 4 to 5 years old, Nelson said.</p>

During the eleven&mdash;week program, students completed the FDIC MoneySmart curriculum, which provides a complete overview of bank products, credit instruments, home ownership and the importance of saving.</p>
<p>Wachovia volunteers turned the classes into hands-on experiences, making the information easier for students to apply in their lives. The sessions provided students with practical advice about how to use their finances responsibly and how to understand credit and credit ratings.</p>
<p>In addition to providing volunteer support, the Wachovia Foundation presented Fairfield City Schools with a $ 10,000 grant to fund tutoring for at&mdash;risk youth and academic reinforcement in the areas of reading, math and science.</p>
<p><strong>Wachovia Invests $25,000 into Housing Fund of Central Alabama Incubator Initiative</strong><br />
Wachovia is committed to increasing the supply of affordable housing. Since 2006, Wachovia has invested $125,000 in the Housing Fund of Central Alabama&rsquo;s non-profit incubator initiative.</p>
<p>A key component of the fund&rsquo;s mission is to increase the capacity and institutional stability of regional non-profits. Five non-profits operating in Anniston, Birmingham and Tuscaloosa neighborhoods were selected to participate in the incubator initiative.</p>
<p>The Wachovia Foundation is also partnering with the Housing Fund to rehab a fourteen&mdash;unit multifamily property located in the South Avondale area of Birmingham. A $50,000 Wachovia Foundation grant will allow the Housing Fund to convert the apartment building into six, two&mdash;bedroom units and two, one-bedroom units, as well as adding siding, a laundry room, parking lot improvements and upgraded landscaping.</p>
<p>Wachovia Sponsors Birmingham&#8217;s 5th Annual 99 Neighborhood Leadership Reception<br />
On August 26, 2008, Wachovia joined forces with the Birmingham Regional Chamber of Commerce to host the fifth&mdash;annual 99 Neighborhoods Leadership Reception. This event engages the city&#8217;s grassroots leadership on timely issues impacting the city.</p>
<p>The 2008 focus was on consumer education and foreclosure prevention. Neighborhood Housing Services of Birmingham (NHSB), an official Wachovia financial literacy partner provided neighborhood leaders with practical information about working with lenders to avoid foreclosure and how to spot foreclosure mitigation scams.</p>
<p>Since hosting the neighborhood reception, Wachovia and NHSB have launched an initiative to deliver financial literacy training through the neighborhood associations to residents throughout Birmingham.</p>
<p><strong>Wachovia Supports YWCA of Central Alabama with a $500,000 Investment</strong><br />
Since 2006 the Wachovia Foundation has provided $500,000 in grant funding to the YMCA of Central Alabama to support efforts that serve homeless persons. Wachovia partnered with the YWCA to relocate and expand their Interfaith Hospitality House for homeless families in the Woodlawn community. This facility is the only shelter in Alabama that admits intact families, (homeless dads and children and single mothers with older adolescent sons). The YWCA&rsquo;s &quot;Strengthening Our Families, Strengthening Our Communities&quot; campaign will put in place a community infrastructure which enables and sustains independence for individuals and families.</p>
<p><strong><img height="132" width="175" align="right" alt="" style="margin: 0px 0px 15px 15px;" src="http://thecommunityreinvestor.org/site/wp-content/uploads/wachovia2.jpg" />Wadwovia Partners wilh Miles Foundation Service Corporation and Miles College</strong><br />
The Wachovia Foundation supported the Miles Foundation Service Corporation with a $150,000 grant to address the needs of the Fairfield community surrounding Miles College and the new North Campus. The funds will help Miles establish the new College Park Community Development Center the initial assessment of community needs, increasing homeownership for low- and moderate-income residents through homeownership seminars and home maintenance programs. The Community Development Center (CDC) property will be renovated to house the CDC, including office space for the CDC staff meeting space for the board and community partners, and public space to host programs for residents and businesses in the neighborhood.</p>
<p>In addition, the Wachovia Foundation awarded $250,000 to Miles College to support higher education of low and moderate-income students and the expansion of this Historically Black College and University campus.</p>
<p><strong>Supporting Homeownership with Habitat for Humanity</strong><br />
Approximately 100 Wachovia employees and Parker High School students spent one week in June 2008 repairing homes in the Smithfield community of Birmingham through Habitat for Humanity Greater Birmingham&#8217;s Home Repair Program. This program began in March of 2006 to provide critical repairs to homes of the elderly or disabled. Typical repairs include roof replacement, exterior scraping and painting, and the addition of handicap accessible ramps. Habitat Birmingham works with the City of Birmingham in selecting the homes for renovation, based on need, proof of homeownership and meeting the income guidelines for the program. Wachovia also participated in the 2008 Homebuilder&rsquo;s Blitz. Employee volunteers worked with local builders to help build a new home in just one week.</p>

<p>In years gone by these small and friendly stores were usually named for the owners or the areas where they were located. The Blue Store sticks to the name and caring attitude of its owner; it is a free-standing Blue Cross and Blue Shield of Alabama &quot;store.&quot;</p>
<p>Realizing a need for one-to-one assistance, Blue Cross made Alabama history by opening stores to meet these needs. Prior to opening The Blue Stores, people learned about their individual insurance options over the phone or by reading through mounds of mailed information, hoping to make sense of some of it. The Blue Store is now open for face-to-face meetings and individual attention. The Blue Store is host to a range of services to help you with enrolment, health education and wellness seminars and a self-serve area that provides computer access to BeHealthy.com and one-touch telephones to call Blue Cross&#8217; Customer Service Department.</p>
<p>The Blue Store hours are Monday through Friday 9 a.m. to 6 p.m. Stores are currently open in Trussville, 4710 Frank Street (205 661-2050), and in Mobile, 171 East 65, Service Road South, Suite C (251 472-2046). In October stores will open in Madison (Huntsville area) and Montgomery All Stores will offer the same services.</p>
<p>The knowledgeable and friendly staff is on-hand to discuss Plan information for Blue Cross Medicare options &mdash; C Plus, Blue Advantage and BlueRx, coverage for individuals or families as well as long-term care coverage. During a visit to The Blue Stores, visitors are able to review a variety of healthcare products available to the uninsured. Each month, free community-service events are provided at the stores. Recent seminar topics included healthy cooking, gardening, skin cancer awareness, heart disease and stroke prevention, weight management and identity theft.</p>

<p><strong>Regions Supports Financial Education for Birmingham Students</strong><br />
Regions and the Birmingham City Schools&rsquo; Career Technical Education Department last fall launched a personal finance class at four city high schools. Each participating student received a CD filled with interactive learning experiences designed to teach concepts such as budgeting, saving, credit, taxes and home ownership.</p>
<p>Due to the success of the course last fall, it has been expanded this spring and will be offered through all of the city&#8217;s high schools this fall. Students participating in the pilot course last fall were given a pre-assessment and post&mdash;assessment to measure their knowledge of general financial topics before and after taking the class. The post&mdash;assessment scores represented a nearly 25 percent improvement.<br />
&quot;We are very excited to work with Regions to provide Birmingham City School students with a solid foundation of financial knowledge that they can use throughout their lifetime,&quot; said Birmingham City Schools Interim Superintendent Barbara Allen.</p>
<p>In the course, students in their junior year learn to make wise consumer spending decisions based on what is best for them over the long term, rather than the short-term effects on their lifestyle. Through experiential activities, the students make decisions regarding how and when to spend their money and then they are given an opportunity to experience firsthand whether their decisions will have a positive or negative impact on them.</p>

<p>When you start taking money out of your accounts, it is important to understand the tax rules that apply to money invested in your retirement plan. How you manage the distribution of your money from an account may affect the amount of taxes you pay. Also, you need to be aware of possible penalties.</p>
<p>Consider the facts:<br />
Withdrawals taken before age 59 and a half can be subject to a 10% penalty. Failure to take required minimum distributions (required by the later of age 70 and a half or actual termination of employment) can result in a penalty of 50% of the amount that should have been withdrawn.</p>
<p>No single strategy for withdrawing retirement income will be right for everyone.&nbsp; An effective &quot;distribution strategy&quot; can help you meet your overall retirement goals.</p>
<p><strong>Taxable versus Tax-deferred Withdrawals</strong><br />
One approach to maximize retirement income is to pay as little in taxes as possible, for as long as possible. If you have a taxable investment portfolio as well as your retirement plan account, the tax consequences can depend on which account you tap into First. Retirement plan withdrawals are typically taxed as ordinary income, with a tax rate of up to 35%. Qualified dividends and long-term capital gains are generally taxed at a lower rate. You may be better off withdrawing money from your taxable portfolio first, depending on your income tax bracket.</p>
<p>If you are nearing age 70 and a half however; you may need to take a required minimum distribution soon. In that case, you may need to withdraw money from your retirement account to satisfy the requirement. As always, be sure to consult with your personal tax advisor to evaluate the appropriateness of any tax strategy.</p>
<p>The tax issues are not the only ones you face. Keep in mind that you may be retired for I0, 20 or more years. It is important to keep your portfolio well diversified and in sync with your needs during retirement.</p>

<p>For forty years, the Birmingham Urban League (BUL) has provided opportunities for African Americans and the urban poor to become full participants in the social and economic mainstream of this nation. Established as an affiliate on the National Urban League (the only affiliate in the state of Alabama), the Birmingham Urban League is part of a network of 100 affiliates in 34 states and the District of Columbia dedicated to empowering their constituents. BUL has also been a United Way Partner since 1972. Today BUL provides services in three key areas that promote the <u><strong>Opportunity to Earn</strong></u>, the <u><strong>Opportunity to Own</strong></u>, and the <u><strong>Opportunity to thrive</strong></u> and has implemented national initiatives that have benefited thousands of individuals and families in the areas of education, financial literacy and health and wellness.</p>
<p><span style="font-size: medium;"><strong>The Opportunity to Earn&mdash;Workforce Development Training</strong></span><br />
For the past three and a half years, BUL has implemented the Youth Empowerment Program &ndash; a GED/job Readiness Program for 18-21 year old out-of-school youth and/or ex-offenders, funded by the U. S. Department of Labor and the National Urban League. In July 2008 during the National Conference in Orlando, FL, the Birmingham Urban League was recognized as the top affiliate implementing the Youth Empowerment Program in twenty-seven markets across the nation and was deemed a Best Practice Model. BUL was cited for exceeding projections in the number of participants enrolled into the program; the number of job placements; and the number of GED/High School Diplomas attained. This recognition was a testament to the experience and dedication of the workforce development staff and the leadership of the program director</p>
<p><span style="font-size: medium;"><strong>The Opportunity to Own&mdash;Comprehensive Housing Counselling</strong></span><br />
The BUL Comprehensive Housing Counselling Services (CHCS) program is one of the oldest HUD-approved housing counselling programs in the state of Alabama. A staff of three certified housing counsellors are available to clients Monday through Friday These experienced professionals are described as fierce advocates for clients who are in default on their mortgage or rind themselves in the midst of foreclosure. In the spring of 2008, the BUL Housing Services Department received funding from the National Urban League and Neighbour Works to focus specifically on foreclosure prevention. Additionally the Urban League partnered with United Way of Central Alabama and the local HUD office, during the fall, to promote the 2-1-1 Help Line&mdash;designed to refer individuals facing foreclosure to&nbsp; HUD&mdash;approved counselling agencies across the state.</p>
<p><strong><span style="font-size: medium;">The Opportunity to Thrive&mdash;Youth Development Services</span></strong><br />
BUL&rsquo;s Youth Development Services are designed to address the social and academic issues facing middle and high school students, ages 12-18. Program services include monthly meetings, academic and educational enrichment programs, leadership training and opportunities for community service. Parents provide support, input and guidance as members of an adult advisory board. Selected students also participate in college tours and the National Urban League&#8217;s annual youth summit. Additionally the Birmingham Urban League has supplied thousands of resource guides and books to pre-K and elementary schools to promote early literacy. BUL has also partnered with local colleges and universities to provide internships for students majoring in education and/or social work.</p>
<p><img height="146" width="200" align="right" src="http://thecommunityreinvestor.org/site/wp-content/uploads/urbanleague2.jpg" style="margin: 0px 0px 15px 15px;" alt="" />The Birmingham Urban League has a dynamic Board of Directors, longstanding corporate and community partners and countless volunteers who help to inform the agency&rsquo;s leadership and ensure the organization remains focused on its mission and emerging needs in the community Extending its reach to the next generation of leaders, the Birmingham Urban League in 2006 launched a Young Professionals Chapter: comprised of individuals ages 21-40, who have brought a new energy and commitment to supporting the important work of the Urban League and broadened the agency&rsquo;s community outreach and partnerships.</p>
<p><img height="127" width="200" align="left" src="http://thecommunityreinvestor.org/site/wp-content/uploads/urbanleague3.jpg" style="margin: 0px 15px 15px 0px;" alt="" />Among corporate supporters, Regions Bank and its predecessor: AmSouth Bank, deserve special recognition. Representatives from both organizations provided volunteer service as members of the Board of Directors dating back to 1976. In 2001, Regions provided financing that helped the Urban League renovate and relocate to its current location in downtown Birmingham, continue and expand core services and integrate technology into daily operations. As a result of this investment, the Birmingham Urban League provided direct services to 1,868 individuals in 2001 and that number increased to 4,943 in 2007.</p>
<p>Service figures for 2008 are expected to exceed 5,000. With continued support, the Birmingham Urban League will close gaps and eliminate disparities for the economically disadvantaged and the weakest among us.</p>

While many of us take a good safe car for granted, there are many who cannot access much needed health care for their children because they lack transportation. Rural areas pose a challenge because of the long distances and lack of public transportation, but even here in Birmingham where we have some mass transit, not everyone is served. Many times it is just not practical to sit in the cold and wait at a bus stop with a sick child. That is why AT&amp;T Alabama has been proud to provide financial support to Kid One Transport.</p>
<p>Since I997, Kid One has been the only 501.C (3) in Alabama, and one of the few in the country to provide transportation to children and expectant mothers who don&rsquo;t have access to transportation. This vital service means that many of the most vulnerable among us are given access to health care that they simply did not have before.</p>
<p>In addition to Financial Support, AT&amp;T Alabama Executive Director of External Affairs Mickey Harbin has served as chairman of the board for Kid One for the past year Kid One makes such a difference in the lives we touch that it is unbelievable. I am proud of the job that the staff and volunteers do every day to provide this much-needed service.&quot;</p>
<p><img height="227" width="175" align="right" src="http://thecommunityreinvestor.org/site/wp-content/uploads/kidone2.jpg" style="margin: 0px 0px 15px 15px;" alt="" />Although gas prices recently are down, some dropped slightly recently the high gas prices we have been facing mean higher costs and more demands for their service: a tough combination for a charity in 2008 alone, Kid One had to spend more than $100,000 on gasoline. The current economic climate means challenging times are ahead for all charities.</p>
<p>&quot;We depend on volunteer leaders like Mickey as well as contributions from corporations like AT&amp;T but now more than ever we need individual contributions of any amount in order to keep providing the level of services that we have been,&quot; said Karen Peterlin CEO and President of Kid One. &quot;Local community support is vital.&quot;</p>
<p>All of Kid One&rsquo;s funding comes from individuals, corporations, foundations and local governments. Kid One currently serves 30 counties in Alabama with a fleet of I5 vehicles, a staff of I8, and over 300 volunteers. Having provided more than 14,000 rides to the doctor in 2008, Kid One does not plan to slow down anytime soon.
